Recycling of plastics in general, but particularly of mixed plastics waste, has been extremely challenging.  The poor profitability in recycling other plastics (e.g., other than PET and HDPE) appears to be a long-term structural issue. Therefore, companies have turned to recycling these materials as feedstocks as possible means of utilizing a commingled plastics steam.  It is for this reason that thermal conversion processes such as pyrolysis and gasification are being developed to use mixed plastic waste for the production of fuels or chemicals.

However, according to EU waste legislation, plastic waste is only considered recycled if it is reprocessed into new materials that are not used as fuel.  This has generated a shift in tertiary recycling technology development from a focus on plastics-to-fuel to a focus on plastics-to-chemicals and plastics-to-plastics.
